All CFDCs, including LAMBAC, create and
implement strategic plans that guide local economic development. A
broad cross section of community
stakeholders — normally including the
private sector, not-for-profit
organizations, municipalities,
education, labour and First Nations —
cooperate to build a vision for their
community.
LaCloche Manitoulin Community Vision
Statement:
Our
five year goal for LaCloche Manitoulin is
to measurably improve the financial and
social conditions of our communities by
empowering people to create and support
profitable businesses while also
respecting the environmental,
historical, social and cultural features
of our region.
LAMBAC's strategic plans run in
five-year terms. The 2005-2010
plan was recently completed, including a
review of the implementation of the 2000
- 2005 plan. This review concluded
that this implementation was
largely successful and continues to have
a positive impact on the regional
economy.

The Planning Process |

LAMBAC hires a private consultant to
do an independent review of
implementation of the previous
strategic plan.
-
A consultant or LAMBAC staff member
conducts multiple public
consultations across the region to
gain public input and ideas as to
what priority directions and
projects should be attempted in the
next five years.

A Vision Group of community leaders
is recruited from across the region
to meet to develop a Community
Vision Statement for community
economic development in the region,
and to discuss the full list of
ideas (and add their own) from the
public consultation sessions.
After much discussion, the Vision
Group votes in order to choose a
list of ten priority projects for
LAMBAC to pursue.

LAMBAC staff or an outside
consultant conduct feasibility
research into each of these ideas
and decides which five of the ten
ideas LAMBAC can be the most
effective in pursuing.

A final report is created which
includes the review of the previous
strategic plan, the full list of
ideas from the community, the top
ten ideas with their accompanying
research, and LAMBAC's choice of the
top five priority projects for the
next years.

This report is presented to LAMBAC's Board of Directors
before being presented officially to
the public.

As the recent review of the
2000 - 2005 Strategic Plan found, as
work continues on projects in each of
these areas we will find that changing circumstances,
opportunities and community engagement
may slightly alter the form and
direction they ultimately take.
This is the nature of community economic
development as an approach, which
depends on the skills and opportunities
within the local area for its strength
